Approximately 200 delegates from 20 schools were present at the culminating event on April 30, 2002 to share their insights and experiences. The theme of the 2002 Summit "The Balance of Safety and Liberty After September 11." Student delegates chose the following focus issues for the Summit:

PROFILING OF MUSLIMS AND ARABS:

Racial profiling is the targeting or detaining by law enforcement agencies of individuals of certain ethnic and racial groups because it is believed that these groups are more likely than others to commit certain types of crimes. After September 11, racial profiling has been revived as a tactic in the "war on terrorism."

MILITARY CENSORSHIP OF THE MEDIA:

Much of the war on terrorism involves gathering highly sensitive information about terrorists. In addition, the U.S. and other governments are developing new strategies to contend with terrorism at home and abroad. There has been considerable discussion regarding what information about terrorists and the strategies to combat them should - or should not - be released to the press.

MILITARY TRIBUNALS:

On November 13, 2001, President George W. Bush issued a military order that called for the secretary of defense to detain non-citizens accused of international terrorism and to establish military tribunals (also called military commissions) to try these persons either in the United States or in other parts of the world. Military tribunals have been used in this country ever since the Revolutionary War, but they are convened for extraordinary purposes.
